An off-exchange plan is a health insurance policy that is purchased directly from an insurance company or through an agent or broker, outside of the official ACA-created health insurance exchange.

Can you buy insurance outside of the marketplace?

Yes. Many insurers that offer policies through the Marketplace also offer identical policies outside of the Marketplace, in the individual health insurance market. They will cover essential health benefits; and they won’t turn you down, charge you more, or limit coverage based on your pre-existing condition.

What is the difference between marketplace and off marketplace plans?

Here is the key difference: On-exchange means those plans that are available on the public exchange only. Off-exchange means those plans that are available outside of the public exchange environment, or in the open market.
