Non-Obamacare Plans were created for people who have NO major pre-existing conditions. Major pre-existing conditions are heart disease/stroke, cancer, chronic obstructive pulmonary disease (COPD), diabetes, human immunodeficiency virus (HIV), and substance abuse.
